本論文主要以生活博物館概念，作為白河鎮規劃之主軸，乃因隨著我國農產日漸仰賴進口的改變下，衝擊著各個農村發展的型態與模式，藉此為我國農村找尋新的出路。由於現今鄉村所面臨的，不僅是農地無人耕作的窘境，更面臨農產品的低收益及人口外移的情況，然而政府在推動觀光產業的同時，卻一昧的以觀光客的角度，來營造當地農村聚落，藉此帶動當地觀光發展，加上當地政府執意的以農產景觀為主的觀光策略，在尚未對當地環境有全盤性的規劃考量時，片面的計畫當地的未來觀光發展之路，這往往也造成當地曇花一現的農村觀光潮；對當地農村的經濟在短期內或許略有幫助，但是單方面的以遊客為主的規劃策略，也在一夕之間失去其應有的功用；對當地居民而言，這些美輪美奐的公共設施，卻是不常使用的奢侈品。因此如何藉由生活博物館的理念，提升當地大部分住民之需求並又帶動當地觀光，為本論文探討及規劃之重點。
在生活博物館概念中，皆以深入調查當地資源及探討的過程中，了解當地環境；進而探討當地未來的規劃策略。但在眾多的資源中，有時很難釐清各資源的特性，因此本論文在操作上，主要分為以下部分：
首先，以生活博物館概念探討，透過對生活博物館概念中的探索及串聯的概念，貫穿整個白河地區規劃操作。在規劃網絡串聯前，釐清各項資源分部及使用狀況，因此這部分利用資源分類相關理論的探討後，以便對於日後規劃的網絡串聯有明確的理論及分類依據。
第二部分，透過資料收集中獲得白河地區相關資料，並利用分類表格，釐清當地的環境概況，隨後利用SWOT分析方式，以便了解白河鎮資源特性之優缺點，並予以整合；其三，藉由對白河各區塊的特質分析中，遴選出最適宜白河鎮重塑的區域「北四里」，並進一步的探討串聯落實及改善計畫，以提供日後其他區域的規劃準則。
最後綜合相關經營管理計畫以及建議，確保當地環境得以永續經營發展下去。

This thesis is with the concept of life museum mainly, the main shaft as planning of Bai-Ho Town, it is because of as the farm production of our country is dependent on the change importing day by day, the attitude and way that assaulting the type of each rural development, make use of this to look for the new outlet for the countryside of our country. Because the village faces now, not only the awkward situation of unmanned cultivation of farmland, face the situation that is moved outside the low income and people of agricultural products even more, but the government, while promoting tour industry, a view with the tourist hidden, to build the local countryside to gather and fall, drive the locality to visit and develop by this, in addition, the tactics of tour relying mainly on view of the farm production which the local government insists on, when have not had the totally scheme of the local environment yet, one-sided plan local future tour developing road, this often causes the local transient rural tour tide too; Perhaps in a short time the economy to the local countryside is slightly helped, but the one-sided tactics of planning relying mainly on visitor, lose its due function among a sunset too. As to local, these magnificent communal facilities are the luxury goods that are seldom used. So what an idea with the life museum, the people's demand lives mostly and drive the locality to visit again to improve the locality, the focal point of probing into this thesis and planning.
In the concept of life museum, all in order to investigate it further in local resources and course probed into, find out about local environment and then probe into the local future planning scenarios. But in numerous resources, it is very difficult to distinguish the characteristic of every resource sometimes, so a thesis is in operation, divide it for the following part mainly:
First of all, with the concept discussion of life museum, pass the concept to exploration living in the museum concept and series connection, run through the whole area of Bai-Ho and plan to operate. Before the planning network contacts, distinguish every resource and distribute and use the state first, after this part utilizes resources to classify the relevant theories discussion, help the network of planning in the future contact clear theory and categorized basis.
Second part ,Get the relevant materials of area of Bai-Ho while collecting through the materials, utilize the categorized form, distinguish the local environmental overview, utilize SWOT analysis way afterwards, in order to understand the pluses and minuses of the resource characteristic in the Bai-Ho Town, and combine.
The third part, by in analyzing. The four communities in the north Bia-Ho that we though most suitable for prioritized improvement were selected. And practical action plans were proposed, which may serve as the reference for the improvement of other areas.
Synthesize and manage governing plan and suggestion relevantly finally, guarantee the local environment
can be managed and developed continuously forever.
